Do those have the same SPA stacking issues that already exist as worn effects or will they all fully stack with existing worn and spell effects?
Example: "Spell Haste=15" if you already have a spell haste item and a spell haste buff, does the banner give you an additional 15 whateverunits on top of the worn and spell effect or is it a "best available" scenario?

Depends on the SPA but focus are generally going to be best of buff and best of worn, banner is a buff.
